| 摘 要： | 中国铁路、煤气、自来水、邮政等绝大多数网络型产业的结构改革将选择纵向一体化与自由接入作为突破口，研究纵向一体化网络的接入定价理论和政策已成为中国网络型产业规制政策研究的一个重要问题。本文首先依据资源最优配置、次优配置、生产效率等原则，研究了不同的接入定价理论，详细探讨了不同的接入定价方法，最后进一步分析了纵向一体化网络在不同政策目标下的接入定价政策选择。

| Abstract: | Vertical integration with liberalization as break through of structure reform will be chosen by most of network industries in China,such as railways,gas,water,posts etc.. It is studying the theory and policy of access pricing in vertical integration network industries that becomes a key issue for regulatory policy.This article researches basic theories for access pricing,which are based on first best,second best and production efficiency,discusses different access pricing methods in details,then analyzes relative choices of the access policy in vertical integration network industry under different access objectives. |
