| Abstract: | Apart from environmental problems,city clean and tidy is not secured in some areas.The author,basing on practical experiences of his city,advances an operating mechanism for municipal governments to keep clean and tidy.The most important parts of it are reforming the administrative system,former administrative management substituted by law and regulation,the compartmentalized duty by professional agents,and governmental overwhelming by market orientation. |
