| 摘 要： | 在肯定服务型政府的理论和实践取得一定成果的同时，基于渐进模型理论分析了制约服务型政府建设的主要因素，认为服务型政府建设不是突进的而是渐进的过程，要依服务型政府的建设规律去建设和完善，才能最终实现政府改革的这一战略目标选择。

| Abstract: | This paper analyzed the major factor that restricted the building of service-oriented government based on the theory of gradual model while the theory and practice on service-oriented government scored some achievements. This paper also considered that the building of service-oriented government is a not onrushing but gradual process and must construct and improve according the building law of service-oriented government. Only through this, the strategic aim of government reform can be achieved on the end. |
