| 摘 要： | 从新中国成立以来残疾人事业发展进程可以看出，完善的财政保障机制是推动残疾人事业发展的基础和保证。当前，我国残疾人事业发展面临着残疾人群体与普通人群体之间社会保障水平差距、不同地区残疾人群体社会事业发展差距不断拉大的、残疾人事业发展的财政需求与公共财政供给之间存在着供需矛盾、公共财政投入的有效性等诸多问题。这些问题需要加大和规范财政投入的预算机制、法律机制、均等化政策等措施来加以解决。

| Abstract: | From the development process of social security for the people with disabilities in China, we can see that a perfect of financial guarantee mechanism is very important. At present, social security for the people with disabilities in China is faced with some issues, such as the gap between the disable and the normal in social security is becoming larger, the conflicts in supply and demand of public finance, the low effectiveness of public finance. These issues need to be solve by increase fmancial input and regulating mechanism of the budget, legal mechanisms, equalization policy measures. |
