构建小型农村水利工程发展的长效机制研究

该文以江西省为例对农村小型水利工程的现状进行了具体的实证分析，认为存在病险水利工程多、灌区设施不配套、资金投入不足、水利设施重建轻管等问题，并指出构建农村小型水利建设和管理长效机制的关键在于政府引导扶持，做好服务监督；灵活运用市场机制，加强经营管理；发挥农民群众主体作用，解决体制不顺3个方面问题。

STUDIES ON THE LONG EFFECTIVE MECHANISM FOR CONSTRUCTING SMALL SCALE WATER CONSERVANCY ENGINEERING DEVELOPMENT IN RURAL AREAS

This paper takes jiangxi Province as an example, analyzes in details the present status of small scale water conservancy engineering in the rural areas, points out problems; such as there exist many dan gerous water conservancy engineering project, irrigation equipments are not complete, investing funds are insufficient, repeated construction and operation of water conservancy facilities, and also points out that the key links for long effective mechanism of constructing and managing small scale water conservancy en gineering in the rural areas are that the government must do the following 3 works of providing guidance, support, service and supervision; using market mechanism nimbly to strengthen operational management; fully displaying the farmers initiatives to solve problems existing in system.
