| 摘 要： | 水利资产证券化是市场融资、建立水利投资稳定增长机制的主要措施之一,是推进水利投融资结构性改革的重要途径。简要分析了推进PPP模式过程中存在的主要问题,介绍了资产证券化的基本概念和证券类型,重点对水利资产证券化的必要性和可行性进行系统分析,进行了水利资产证券化总体设计,提出了加快推进水利资产证券化工作的对策建议。

| Abstract: | The securitization of water conservancy assets is one of the main measures of market financing and establishing the mechanism of steady growth of water conservancy investment, and it is an important way to promote the structural reform of investment and financing of water conservancy. The main problems in the process of advancing the PPP model are analyzed. The basic concepts of asset securitization and the types of securities are introduced, and the necessity and feasibility of securitization of water conservancy assets are systematically analyzed. The overall design of securitization of water conservancy assets is carried out. Finally, some countermeasures and suggestions for speeding up the securitization work of water conservancy assets are put forward. |
