摘    要:目的 基于乡村振兴战略视角构建内蒙古农业绿色发展评价指标体系,并对其发展水平及系统内部耦合协调现状进行分析,以期为该区域农业绿色发展提供科学参考。方法 文章将农村发展纳入农业绿色发展的评价指标中,然后基于2015—2021年内蒙古的面板数据,综合运用熵权法和加权综合评价指数法测算农业绿色发展指数,同时运用耦合协调模型,分析农业绿色协调发展的空间格局。结果 (1)2015—2021年内蒙古农业绿色发展水平总体呈上升趋势,子系统变化波动性较大,其中的上升因素主要源于资源环境和农村发展两子系统;绿色生产和资源利用两子系统波动性较大。从区域发展特征来看,蒙中农业绿色发展水平最高,增长趋势稳定;蒙西增长趋势不明显;蒙东发展水平最低,波动性最大,增长速度也最大。各盟市中以乌海市、包头市、呼和浩特市、鄂尔多斯市、呼伦贝尔市农业绿色发展较好,乌兰察布市、阿拉善盟发展水平较差。(2)内蒙古农业绿色发展内部耦合协调度总体呈现增长态势,但耦合协调水平尚处于较低的发展阶段;从耦合协调度来看,包头市农业绿色发展耦合协调度最好,其次是呼和浩特市,阿拉善盟协调度最差;从提升速度来看,呼伦贝尔市耦合协调度增长最快,其次是赤峰市和兴安盟,巴彦淖尔市提升最慢。结论 内蒙古农业绿色发展水平日益提升,农业绿色发展内部耦合协调度呈增长态势,但耦合协调水平尚处于较低的发展阶段,农业绿色发展区域差异性较大,区域间农业绿色发展水平差距逐年拉大,区域发展不协调问题突出,应因地制宜制定相应发展政策和措施。

EVALUATION AND COUPLING COORDINATION ANALYSIS OF AGRICULTURAL GREEN DEVELOPMENT IN INNER MONGOLIA UNDER THE BACKGROUND OF RURAL REVITALIZATION

Abstract:Based on the perspective of rural revitalization strategy, an evaluation index system of agricultural green development in Inner Mongolia is constructed, and its development level and the status quo of internal coupling and coordination of the system are analyzed, with a view to providing scientific references for the regional agricultural green development. Rural development was included in the evaluation index of agricultural green development. Then, based on the panel data of Inner Mongolia from 2015 to 2021, the entropy weight method and the weighted comprehensive evaluation index method were used to calculate the agricultural green development index. At the same time, the coupling coordination model was used to analyze the spatial pattern of agricultural green coordinated development. The results were showed as follows. (1) From 2015 to 2021, the level of agricultural green development in Inner Mongolia showed an overall upward trend, and the fluctuation of subsystem changes was large, among which the rising factors were mainly from the two subsystems of resource environment and rural development; The two subsystems of green production and resource utilization were highly volatile. From the perspective of regional development characteristics, the Mid-Inner Mongolia and China had the highest level of agricultural green development and stable growth trend; The growth trend of West Inner Mongolia was not obvious; East Mongolia had the lowest development level, the largest volatility and the largest growth rate. Wuhai city, Baotou city, Hohhot city, Ordos city and Hulunbeier city had good green agricultural development, while Ulanqab city and Alashan League had poor development level. (2) The internal coupling coordination degree of agricultural green development in Inner Mongolia had shown an overall growth trend, but the coupling coordination level was still at a relatively low stage of development; From the perspective of coupling coordination degree, Baotou had the best coupling coordination degree of agricultural green development, followed by Hohhot, and Alashan League had the worst coordination degree; In terms of the speed of improvement, Hulunbeier city had the fastest growth in coupling coordination, followed by Chifeng city and Xing''an League, and Bayannur city had the slowest growth. It is concluded that the level of agricultural green development in Inner Mongolia is increasing day by day, and the degree of internal coupling and coordination of agricultural green development is increasing, but the level of coupling and coordination is still at a relatively low stage of development. The regional difference of agricultural green development is large, and the gap between regional agricultural green development levels is widening year by year. The problem of regional development is prominent, and the corresponding development policies and measures should be formulated according to local conditions.
