| Abstract: | Theoretically the public universities have no financial risks, however, the situation is that the public universities borrow loans from the banks to solve the problem of fund insufficiency, so the risks of the commercial loans may become the financial risks of the universities. This paper analyzes the inner-equations and outer-equations that bring the financial risks by studying from the angles of the public universities' demand, structure and supply of the loans, and then it brings forward micro and macro measures to control the risks of loans. |
