| 摘 要： | 重工业优先发展战略对中国技术引进的目的、方式、消化吸收引进技术的动力、能力和模式产生了深远影响;各阶段宏观经济工作质量、技术创新体系的变动使技术引进和技术创新的成效呈现阶段性差异;计划经济体制对技术引进和技术创新产生了双刃剑的作用;这些与国际关系等非经济因素交织在一起使1949—1978年中国工业技术引进和技术创新呈现出不同寻常的特点。

| Abstract: | The strategy to put heavy industry development as the first priority has had far-reaching impacts on the aims,ways of China’s technology import,motivation,capability and model to digest and absorb imported technology.Changes in different phases’ macroeconomic working quality and technical innovation system have made effects of technology import and technical innovation vary from phases.Planned economy system had a double-edged sword impact on technology import and technical innovation.Hence,China’s industrial technology import and technical innovation were unusual from 1949 to 1978 due to factors listed above and non-economic factors like international relations. |
