摘    要:运用异质性随机前沿模型实证分析了人力资本对中国区域创新效率及其稳定性的影响。结果表明:人力资本存量对区域创新效率及其稳定性具有显著促进作用,高中、本科和研究生人力资本增加能促进区域创新效率提高,受教育程度越高,作用越大,但大专人力资本对区域创新效率有抑制作用,人力资本教育结构对区域创新效率的稳定性也有显著影响;人力资本存量增加能提高人力资本的创新效应,在东、中和西部存在显著异质性。最后提出,可通过增加义务教育年限、提高人力资本水平;优化人力资本教育结构,提高高层次人力资本的比重;加大R&D资源投入,形成人才和资金的有效匹配等政策措施,促进区域创新效率提升。

Abstract:Using heteroscedastic stochastic frontier model ,the paper analyzes the effect of human capital on Chinese region‐al innovation efficiency and its stability .The research results indicate that human capital stock will increase regional inno‐vation efficiency and its stability ,while the people who received high school ,undergraduate and graduate education will improve efficiency significantly ,the larger the higher education ,but the people w ho received post -secondary education will reduce regional innovation efficiency significantly ;Changes of the human capital structure also have significant effect on stability of innovation efficiency ,and the educational structure of human capital also have significant effect on the stabil‐ity of innovation efficiency .Finally ,the paper proposes some suggestion :Firstly ,increase compulsory educational years , to improve human capital level ;secondly ,optimize educational structure of human capital ,to increase the proportion of high -level human capital ;thirdly ,to increase R&D resources and form effective matching of talents and funds and so on .
