PPP项目界面管理关键影响因素研究

摘    要:PPP项目界面可从合同、组织、实体3个维度划分,对这3种界面予以清晰界定对于PPP项目的界面管理优化至关重要。对PPP项目界面系统各类界面进行剖析,应用BP-DEMATEL,即后馈神经网络(Back-Propagation Neuron network)与决策试行及评价实验室评价(DEMATEL)相融合的方法,识别并分析PPP项目界面管理关键影响因素。其中,BP网络的链接权重代替了直接影响矩阵(DIM)的元素,降低了传统DEMATEL方法中专家构造DIM的主观性,提高了关键影响因素识别的可操作性与客观性。

Abstract:It is vital for optimization on the interface management that PPP project is clearly defined three dimension inter‐face including contract interface ,organization interface and entity interface .T his article analyzes all kinds of interfaces in the PPP project interface system ,and recognizes key factors influencing PPP project interface by the application of BP‐DE‐MATEL ,i .e .combining Back -propagation Neuron network with making trial and evaluation laboratory evaluation .It replaces elements which directly influence matrix (DIM ) with the importance of BP network connection .It also reduces the subjectivity in the traditional DEM A T EL method during professor set up DIM ,w hich by the maneuverability and ob‐jectivity relied on the proposed method through examples .
