我国"转轨"时期的效率与公平问题——兼倡"效率优先,增进公平"以实现和谐社会

本文认为,“效率优先”是社会主义市场经济的必然要求,应成为我国经济工作一项有指导意义的原则。文章提出,采用“效率优先,增进公平”的提法更为适宜,它既宣示社会主义市场经济为改革的取向,又鲜明地以因果关系把“效率优先”和“增进公平”二者联系在一起,不仅看到市场经济的缺陷,承认经济发展中会有差距,而且表明要靠提高效率来“增进公平”,缩小差距。没有“效率优先”,不用市场竞争机制来发展经济,不把“蛋糕”做大,则“增进公平”就成为“无源之水”;而“增进公平”应是“效率优先”的目标和归宿,体现了以人为本、促进社会和谐的社会主义理念与原则。

The Problem of Efficiency and Equity in the Time of Transformation in China

The author points out that "giving priority to efficiency" is the inexorable requirements for socialist market economy.It is also the principle for China's economic work.The author puts forward that "giving priority to efficiency and promoting equity" is more appropriate.It can not only help give publicity to taking reform as the orientation of socialist market economy,but also clearly integrate "giving priority to efficiency" with "promoting equity";not only acknowledge the existence of disparities,but also declare that we should promoting equity and narrow the gap with the help of improving efficiency.Without the help of "giving priority to efficiency",developing economy with the use of market competition mechanism,there will be a lack of solid foundation for "promoting equity"."Promoting equity" should be the target of "giving priority to efficiency",and it embodies the socialist idea and principle of "people oriented" and "promoting social harmony".
