论服务型政府构建的框架体系及制度设计

构建服务型政府是一个全新的政府理念,具有深刻的时代背景和原因,它涉及到政府执政理念、职能配置、机构设置、组织及运行方式等的革命性变革。因而,它是一个长期的、复杂的系统工程,其建设框架包括公共服务理念确立、职能配置合理化、组织机构精简、服务信息网络化等。同时,服务型政府的构建也需要相应的制度予以规范,主要有科学合理的绩效考评制度、社会问责机制及监督制度和依法行政制度等。

On Framework of Service-oriented Governments and System Design

It is a new concept on governance to build service-oriented government, which has its background and causes of our times. It involves a series of revolutionary transformations in governance concept, function distribution, institution establishment, organization and its operation. Building service-oriented government is a long-term and complicated project. Corresponding systems should be made out to standardize it, including scientific system of evaluating efficiency, mechanism on social question and response, supervising system and governance according to law.
