发展服务业需要厘清的几个问题——以珠江三角洲为例

服务业在"十一五"期间取得显著增长并成为未来发展的战略方向,由此厘清某些模糊认识、走出发展误区十分必要。一是服务业集聚区的区位选择不能与制造业雷同,二是服务业中"现代"与"传统"主要因生产或服务方式不同而区分,生产服务业迅猛发展并不意味消费服务业或商贸流通业的衰落;三是不能用一国或大经济区域服务业发展的标准来看待一个较小区域的服务业,服务业在产业结构中的比例并非越高越好;四是是以专业镇为标志的珠三角产业集群模式,决定其产业转移和服务业发展要防止"产业空心化"问题;五是发展珠三角服务业不必过度强求"粤港合作"。

A Number of Issues Needing to be Clarified in the Development of Service Industry: Taking the Pearl River Delta as an Example

The service industry of the Pearl River Delta has made a great achievement and has become a strategic direction for the future development in the Eleventh Five-Year Plan period,and on this basis,it is necessary for us to clarify a number of obscure understandings.First,the locational choice of clusters in service industry should not be the same as that in manufacturing industry;Second,the classification of "modern" and "traditional" in service industry differs mainly because of different modes of production or service,and the rapid development of producer service industry does not mean the decline of consumer service or commodity circulation industry;Third,the service industry of a smaller region can not be looked at with the standard of service industry development in a nation or a larger economic region,and the percentage of service industry in the whole industrial structure does not mean the higher the better;Forth,the cluster mode of the Pearl River Delta is marked by specialized towns,and the determination of its industrial transfer and service industry development should prevent the problem of "industry hollowing";Fifth,the development of service industry in the Pearl River Delta does not have to over-strengthen the importance of "cooperation between Guangdong and Hong Kong".
