| 摘 要： | 中小企业在经济发展中的作用越来越多地被政府重视，但是我国中小企业发展中还存在不少问题，借鉴国外中小企业发展的成功经验，积极运用各项财政政策工具为中小企业创造更加良好的发展环境和机遇，促进中小企业的健康发展，使其在经济中能更好地发挥应有的功能和作用。
