制造业，特别是装备制造业是国民经济的脊梁，是国民经济的物质基础和工业化的产业主体，是社会进步与富民强国之本。改革开放至今，我国的制造业取得了空前瞩目的发展，然而仍存在一些不足，突出表现在中资装备制造业企业创新能力不足，导致进口依赖和产业安全风险增加。因此，我国应建立以中资企业为主体的自主创新体系，降低中资装备制造业企业被外资并购的风险。
