| 摘 要： | 政府直接投资项目在传统的“自建制”项目管理模式下存在着各种弊端，为进一步提高政府投资建设项目的建设管理水平和政府投资效益，应积极推进政府投资项目代建制工作，但在项目代建制的试点运作过程中也暴露出一些普遍性问题。在总结经验的基础上结合工程实际，分析了代建制存在的问题，提出进一步完善代建制的建议。 |

| Abstract: | For long time, it was existed every kind of irregularity in the traditional project management mode of government invested projects. To increase the project management level of government invested projects and the investment performance, government should positive push forward the work that government invested projects in construction agent system mode. But, it shows some universal problems in the operation process of experimental projects that adopt construction agent system mode. On the basis of existing experiences, and combining with project practice, the article puts forward some thoughts which help to perfect construction agent system. |
