国有航运企业船员流失率分析

摘    要:随着经济水平的提高和国际贸易量的增加,我国海运业发展迅速,船员总数也成为世界第一。航运企业要做大做强,离不开对船员的培养。目前,我国船员总体上供给不足,并且由国有企业向外资或民营企业流动。这对承担着船员培养重任的国有企业造成了很大的损害。国企船员的大量流失既体现着劳动力市场发展的必然性,也反应了国企管理模式不当等多种原因。针对这一现象,本文从健全船员薪酬激励机制、改善就业环境、提高职业声望和政府立法四个角度提出了几点建议。

An Analysis on Turnover of Sailors in State-owned Shipping Enterprises
Abstract:With the development of economy and expansion of international trade, the development of China's marine grows rapidly. The number of sailors also becomes the world's first. Shipping enterprises cannot be bigger and stronger without the crews. At present, the supply of sailors in China is inadequate in general, and flows from State-owned enterprises to private and foreign enterprises, which cause a lot of damage to State-owned enterprises which bear training responsibilities of sailors. The phenomenon reflects the inevitability development of labor market and other variety of reasons. To solve this problem, the article gives several suggestions including perfecting sailors' salary incentive mechanism, improving the employment environment, raising the prestige of the profession and strengthening government legislation.
