| Abstract: | The development of Build-Transfer （BT） mode was summarized. The contract relation and supervision relation between supervisor and stakeholders were analyzed. Comparing BT mode with BOT mode and EPC mode, the paper discussed construction management risk and focused on the new methods for quality management and investment control, which provides references to the implementation of BT mode. |
