The concept of insurance system of urban economy raised in this paper is aimed to regulate the functions of government and to ensure the urban economy develops in a sustained, fast and healthy way. Economy insurance means that the government implements a serial of measures. Policies and regulations to protect, improve and support the urban economy, so that the internal economic activities of a city can be taken smoothly. Fast and healthy way, that is urban economy insurance system. The continual improvement of urban economy insurance system can reduce the disorder of competition, decrease the cost of operating the urban economy and redouble the efficiency of urban economy.
