对铁路建设项目施工招标联合体投标相关问题的研究

联合体参加施工投标,不但要满足招标文件对单独投标人的资格要求,还要满足对联合体的特殊要求。招标文件对联合体投标人的要求是否公平公正、合理具体,不但涉及招标是否公平公正,还关系到评标委员会的评审能否公平公正,择优推荐中标候选人,可以减少后期投标人与招标人的纠纷。针对铁路建设项目施工中联合体投标经常出现的几个问题,进行了分析并提出建议。

Study on the Problems Related to the Bidding of the Construction in Bidding Consortium of Railway Construction Projects

When a consortium participates in construction bidding,it must not only satisfy the qualification requirements of the bidding documents for individual bidders,but also meet the special requirements for the consortium.Whether the bidding documents require the bidders of the consortium to be fair and just,reasonable and specific is not only related to the fairness and impartiality of the bidding,but also related to the fairness and impartiality of the evaluation committee and the recommendation of successful candidates,which can reduce the disputes between later tenderee and bidders.In this paper,several problems often arise in the joint bidding of railway construction projects are analyzed and some suggestions are put forward.
