| 摘 要： | 分析PPP模式的主要特点及适用于城市轨道交通工程的制约因素与适用优势,提出了充分发挥市场化运作、完善运用PPP模式法规政策、深化PPP开发模式拓宽融资渠道、提升沿线综合开发土地价值4方面关键控制要点,对促进PPP模式深化转型与轨道交通建设适用性选择具有一定参考指导作用。

| Abstract: | Based on the analysis of the main characteristics of PPP mode,the restrictive factors and applicable advantages for urban rail transit projects,this paper puts forward four key control points:giving full play to market-oriented operation,improving the use of PPP mode laws and regulations,deepening PPP development mode,broadening financing channels,and enhancing the value of comprehensive development land along the line,It can be used as a reference for deepening the transformation of PPP mode and selecting the applicability of rail transit construction. |
