构建沿黄九省区经济协同发展合作机制研究

沿黄九省区协同发展是实现沿黄区域大联动、大协同、大发展的目标,是助推区域产业结构转型升级的必由之路。在未来发展中,将会打破原有的行政区域划分壁垒,在社会、经济、文化、生态、政治层面产生巨大的利益碰撞和产业重构,促进生产要素有序自由流动,提高资源优化配置效率。只有坚持绿色发展、生态优先的基本原则,转变发展思想,完善生态补偿、产业迁移补偿等相关制度,一以贯之,循序渐进,才能逐步提升沿黄区域生态建设内生动力,重构沿黄区域高质量发展产业布局,实现沿黄区域高质量发展目标。
