后疫情时代我国数字经济高质量发展战略对策

数字经济是有效统筹疫情防控和经济社会发展的重要路径。目前,我国数字经济总体规模不断扩大,产业数字化成为我国数字经济的主引擎,我国数字经济有望呈现快速且高质量发展态势。我国数字经济之所以取得巨大成就,主要归因于国家高度重视与审慎包容支持、数字经济综合市场优势显著以及拥有一批能力较强的数字企业等。但我国数字经济领域仍存在产业数字化水平参差不齐、数字经济生产端与需求端发展不平衡、数字经济企业国际化程度明显不足等问题。我国数字经济高质量发展仍面临着诸多制约因素,主要包括数字经济原发性创新研发不力、数字经济对外开放度偏低、在全球数字经济治理中的话语权不强等。要促进我国数字经济高质量发展,就必须推动产业之间及产业内部数字化均衡发展,加大数字经济领域对外对内开放力度,政府与市场各得其位,着力优化数字经济高质量发展营商环境。

Strategic Countermeasures for the Development of Digital Economy in China in the Post Covid-19 Epidemic Era

Digital economy is an important path to effectively coordinate epidemic prevention and economic and social development.At present,the overall scale of digital economy in China continues to expand,industry digitalization is the main engine of digital economy,and digital economy is expected to show a rapid and high-quality growth trend.The great achievements of China’s digital economy are mainly due to the high support and prudent and inclusive support of the state,the significant comprehensive comparative advantage of the digital economy,and a number of digital enterprises with strong capabilities.There are some problems existing in digital economy,such as the uneven level of industrial digitalization,the unbalanced development between the production side and the demand side,and the low internationalization of digital economy enterprises.At present,the high-quality development of digital economy in China is faced with many constraints,mainly including the great shortage of the fundamental research supply,low openness to the outside world,and weak discourse power of governance on global level.So strategic countermeasures are put forward to promote the high-quality development of digital economy in China in the post epidemic era,which includ promoting the balanced digitalization between and within industries,increasing the opening-up of digital economy to the outside world and at home,setting government and market in the right position,and greatly improve the high-quality business environment of digital economy.
