我国社会救助建设的经验、议题与展望

20世纪90年代以来，我国社会救助建设形成了丰富经验，为进一步发展社会救助事业的提供了宝贵财富。在我国经济社会发生深刻变化，社会救助建设处在新的时空条件下，加快社会救助事业发展，需要进一步转变价值观念、逐步拓展制度功能、加强制度弹性化运行、促进制度衔接整合，需要加快城乡一体化发展和加强基层建设。研究和解决好上述议题，我们应当构造一种观念引领、体制保障、技术支撑“三位一体”式的发展性框架。

On the Experience of Social Assistance in China

since the 1990＇ s, the construction of our country＇s social relief had got a lot of experience that is valua- ble for the social relief development in the future, our society is changing deeply, the construction of our country＇ s social relief has been in a kind of new space - time bound under this condition, we should change the traditional ideas, should broaden the foundation of the social relief, should enhance dynamic management, should link up wilt the different part, and we also should accelerate the integrative progress between the country and the city, should enhance the grass roots. Therefore, we should develop a kind of strategy that includes value, system and technology.
