摘    要:应用农用地分等定级成果,分析建立耕地的数量、质量占补平衡新机制的目标、措施和方法.结果表明:耕地基准面积应作为考核区域耕地数量、质量是否平衡的指标;依据不同等别的农用地的粮食综合生产能力,即不同等别的农用地以其粮食综合生产能力作为主要的可比性指标,确定农用地等别折算系数;建立耕地储备库,实行先补充、后使用的机制,耕地储备库按基准面积统计管理,建设用地项目补充耕地时必须先取得耕地储备库的指标;采用标准样地对比法评定建设占用耕地、土地开发复垦整理新增耕地等农用地宗地评估,可以弥补农用地分等定级与估价工作比例尺过小、难以实地定界的不足.

Abstract:This paper intends to establish the goal of and measures and methods for setting up a new mechanism of compensation for land occupied for construction land by applying agricultural land classification and gradation results,which include that : benchmark area of cultivated land is the key index of assessing the quantity and quality equilibrium of cultivated land;converting coefficient between grades can be calculated,according to comprehensive food productivity of agricultural land with different grade;the measures of new balance mechanism include establishing cultivated land reserve bank,compensating before occupying the land,the cultivated land reserve bank being counted and managed by benchmark area,the quota of the cultivated land reserve bank being required before compensation occupied for construction land;the deficiency of small scale and difficult positioning of agricultural land classification and gradation results can be offset through assessing cultivated land occupied for construction and newly-added land from consolidation and reclamation with standard site comparison method.
