农民合作经济组织发展中的国家农贷担保体系构建

随着经济全球化和社会主义市场经济的发展,农村土地家庭承包责任制的基础上,土地经营使用形式在农业产业化、现代化发展的召唤下正在悄然变化,农村土地流转和农民合作经济组织正蓬勃发展。本论文针对农民合作经济组织发展的资金短缺困难,提出构建国家农贷担保体系。认为国家应改变支农财政体制,通过国家财政拨款和发放农业投资基金等,建立农贷担保基金和农业投资基金,对不同农业项目采取不同的投资政策。同时建立农贷担保和投资监督中心,对国家担保和投资项目进行全程监督与指导,及其义务农业技术服务。

On Construction of National Farm Credit System in the Development of Peasants' Cooperative Economic Organization

With the development of globalization and socialist market economy,land use forms in rural areas have taken great changes in accordance with the call for agricultural industrialization and modernization on the basis of Household Contract Responsibility System.Land transfer and the development of peasants＇ cooperative economic organizations are in full swing.The paper proposes the construction of national farm credit system in order to solve problem of capital shortage in peasants＇ cooperative economic organizations by altering national fiscal system to aid the peasants,taking different policies on different agricultural projects,establishing farm credit guarantee fund and input fund,monitoring and guiding the projects invested and guaranteed by governments and providing free service to farmers.
