推进国有经济产业布局优化和结构调整的方法论

现有对国有经济产业布局优化和结构调整的基本导向可以归纳为功能导向、效率导向、目标导向、需求导向和政策导向,这些方法逻辑均具有一定程度的合理性和贡献性,但尚不能有效刻画国有经济产业布局优化和结构调整的完整“画像”。这里对已有的五个基本导向进行了细化,将能力导向作为补充,并针对国有经济产业布局优化和结构调整的战略方向识别、行业领域决策和实现方式设计三个纵向逻辑构面,分别构建了适应性的方法逻辑耦合,形成了国有经济产业布局优化和结构调整的整合性方法论。针对国有经济产业布局优化和结构调整的六大核心问题,即“量”“质”问题、“国”“民”问题、“进”“退”问题、“内”“外”问题、“央”“地”问题、“产”“融”问题,可以从整合性方法论中选择适宜的方法逻辑组合予以回答。整合性方法论在现实国有经济产业布局优化和结构调整中的有效应用,需要树立全局思维、生态思维、动态思维、问题思维和场域思维。

Methodology of Promoting Industrial Layout Optimization and Structural Adjustment of State-owned Economy

The existing basic guidance for industrial layout optimization and structural adjustment of state-owned economy can be summarized as function orientation,efficiency orientation,goal orientation,demand orientation and policy orientation.These methods have some rationality and contribution logic,but they can not effectively depict the complete"portrait"of industrial layout optimization and structural adjustment of state-owned economy.This paper not only refines the existing five basic directions,but also puts forward the ability orientation as a supplement.Aiming at the three vertical logical structures of industrial layout optimization and structural adjustment of state-owned economy,this paper constructs adaptive method logic coupling to form the integrated methodology of industrial layout optimization and structural adjustment of state-owned economy.In view of the six core issues of industrial layout optimization and structural adjustment of state-owned economy,namely,"quantity"and"quality","state-owned capital"and"private-owned capital","entering"and"exiting","domestic"and"overseas","central state-owned enterprises"and"local state-owned enterprises","industry"and"finance",we can choose the appropriate method and logic combination to answer from the integrated methodology.The effective application of integrated methodology in the optimization of industrial layout and structural adjustment of state-owned economy requires the establishment of the whole thinking,ecological thinking,dynamic thinking,problem thinking and field thinking.
