农村宅基地“三权分置”研究演进与趋势

目的 农村宅基地所有权、资格权、使用权的“三权分置”改革是新一轮农村宅基地制度改革的重要探索,是解决当前农村土地内卷化的重要途径。系统研究宅基地“三权分置”的内在逻辑、实现路径对于相关政策制定具有重要的启示作用和现实意义。方法 文章运用CiteSpace软件对2010—2020年中国知网收录的“宅基地“三权分置””主题的论文作者、研究机构、关键词以及关键词聚类进行可视化分析,探讨宅基地“三权分置”研究领域的前沿热点。结果 现阶段宅基地“三权分置”研究热点聚焦于“宅基地使用权”“宅基地流转”“增量权能”与“宅基地制度改革”等方面。结论 梳理现有宅基地“三权分置”矛盾困境与实现路径,重点探讨“三权分置”改革下宅基地使用权流转问题,挖掘宅基地制度改革对社会经济发展的深远影响。宅基地“三权分置”试点改革地区经验总结、对乡村振兴战略动态作用机理是下一步研究重点。

EVOLUTION AND TREND OF RESEARCH ON THE SEPARATION OF THREE RIGHTS OF RURAL HOMESTEAD*

The "Three Rights Separation" reform of rural homestead ownership, qualification right and use right is an important exploration of the new round of rural homestead system reform and an important way to solve the current involution of rural land. Systematic research on the internal logic and realization path of the separation of three rights of homestead has important enlightenment and practical significance for relevant policy-making. CiteSpace software was used to visually analyze the authors, research institutions, keywords and keyword clustering of the theme of "separation of three rights of Homestead" included in China How Net from 2010 to 2020, so as to explore the frontier hot spots in the research field of "separation of three rights of Homestead". The results showed that the research hotspots of the separation of three rights of homestead at this stage focused on "homestead use right", "homestead transfer", "incremental power" and "homestead system reform". In summary, this study sorts out the contradiction dilemma and realization path of the existing Homestead "separation of three rights", focuses on the circulation of homestead use right under the "separation of three rights" reform, and tapes the far-reaching impact of homestead system reform on social and economic development. The next research focus is to summarize the experience of the pilot reform of the separation of three rights of homestead and the dynamic mechanism of rural revitalization strategy.
