我国R&D产业成长的投入-产出分析

本文根据1991—2005年我国R&D活动的发展情况,从R&D产业投入与产出的时间序列分析和关联度分析两方面,对15年间我国R&D产业的投入产出状况进行了研究。研究发现,虽然1991—2005年我国R&D产业的发展规模得到了极大提升,但还存在不少问题,主要是:我国R&D经费投入强度与发达国家还存在较大差距;全国重大科技成果奖与R&D经费投入以及人才建设之间的相关程度较低等。今后我国政府和企业应多渠道地增加R&D投入,逐渐加强我国R&D产业人才队伍的素质建设,从而实现我国R&D产业的持续发展。

Analysis on Input and Output of Research and Development Industry in China

Using the China＇s R＆D activities data during 1991-2005,this paper studies the development of China＇s R＆D industry growth from two aspects of the time series analysis and the grey relational analysis on the input and output of China＇s R＆D industry. The result shows that the scale of China＇s R＆D industry has been greatly improved since 1991, but there are still many problems which mainly are.. the gap of R＆D expenditure＇s intensity between China and developed countries is also large ; the correlations between national awards for major S＆T achievements and R＆D expenditure as well as the building of R＆D personnel are still in the low level. Therefore,from now on,the government and enterprises should increase the input of R＆D expenditure and the quality of R~y-D personnel continuously for the sustainable development of R＆D in- dustry in China.
