| 摘 要： | 公私合作（PPP）模式是国际上运用于基础设施建设的最新模式，通过公私合作的形式，越来越多的私营部门开始投资、建设、管理甚至拥有基础设施。文章通过分析PPP项目成功的关键因素，识别PPP合同可能存在的风险因素，并提出合同风险的分配方法。

| Abstract: | Public Private Partnership （PPP） is an approach of project financing in public infrastructure construction. More and more private sectors start to cooperate with the government in the construction, investment, management, and even the possession of the public infrastructure in the mode of PPE This paper discussed the critical success factors of PPP projects. The probable risk factors in PPP contract were identified. The allocation methods of contract risk were proposed. |
