Optimal Trade and Industrial Policy Choices Based on Cost Difference

This paper investigates optimal trade and industrial policy in third country market model with social cost and private cost difference, when home and foreign firms have different costs. The result shows that a positive subsidy is optimal, if and only if government moves first under Cournot competition and the shadow price of government funds is less than 4/3. And that under Bertrand competition, optimal policy is export tariff when government moves first, optimal policy is export subsidy when firm moves first.
