唐山市是一个典型的资源型城市，对资源的严重依赖导致资源危机，产业结构不合理制约城市发展，城市转型已迫在眉睫。唐山市应按照巩固发展第一产业、改造升华第二产业、培育提携第三产业、利用临港优势发展临港产业的战略构想，深化市场机制和国有企业体制改革，积极吸引外资。统筹运用资金，完善城乡功能结构，改善生态环境，积极探索城市转型机制。

Transformation Mechanism on Resource-based City Based on Tangshan City

Tangshan is a typical resource-based city. Serious dependence on resource leads to resource crisis, unreasonable industrial structure limits its development, so it is urgent to transform the city. Tangshan should follow the strategies of developing port industry through the primary industry, transform the secondary industry, and cultivating the tertiary industry. In addition, it should deepen market mechanism and system reform of state-owned business, introduce foreign capital, coordinate funds, and improve urban and rural structure, ecological environment, and transformation mechanism.
