沈阳乡村振兴的发展思路与对策

实施乡村振兴战略,是党的十九大作出的重大决策部署,是决胜全面建成小康社会、全面建设社会主义现代化国家的重大历史任务,探究乡村振兴背景下乡村地区发展的新思路,应在合理引导村庄空间布局和职能建设,注重以人为本的乡村工作核心。本文以结合沈阳乡村建设的实际,提出沈阳村庄现状发展问题,探索新时期乡村振兴在规划编制体系、环境改善治理、基本公共服务建设、特色文化资源挖掘以及长效保障机制等方面的内容,旨在为科学指导下层次县域村镇体系规划和宜居村庄建设规划,统筹安排村庄基础设施建设和社会事业发展提供指导和依据。

Development Thoughts and Countermeasures of Shenyang Rural Revitalization

Implementing the strategy of revitalizing the countryside is a major decision-making arrangement made by the 19th National Congress of the Communist Party of China,and it is a major historical task of deciding to build a well-off society in an all-round way and to build a modern socialist country.To explore new ideas for the development of rural areas under the background of rural revitalization,it should reasonably guide the village's spatial layout and function construction,and focus on the core of rural work based on people.Based on the actual situation of rural construction in Shenyang,this article puts forward the current development of Shenyang villages,and explores the contents of planning and development system,environmental improvement and governance,basic public service construction,characteristic cultural resource excavation,and long-term guarantee mechanism in the new period of rural revival to provide guidance and basis for scientifically guiding the planning of county-level village and township systems and plans for the construction of livable villages,and overall planning of village infrastructure construction and social development.
