| 摘 要： | 法治需要民众具备良好的法意识。法意识的启蒙和培育是一个国家法治化进程中不可逾越的环节。我国民众法意识淡薄的现状决定了我国尤其需要启蒙和培育民众法意识，普法是我国民众法意识启蒙和培育的最佳途径和形式，具有直接有效性、快捷性和低成本、风险小的特点。普法必须以启蒙和培育民众法意识为宗旨和依归。

| Abstract: | Legalized rule requires that populace has good legal consciousness.The enlightenment and cultivation of populace's legal consciousness are essential segments in a country going toward legalized rule.The current situation of populace's weak legal consciousness means that our country need the enlightenment and cultivation of populace's legal consciousness very much.Popularization of law,the best way and form of the enlightenment and cultivation of populace's legal consciousness in our country,is characteristic of cdirectness,effectiveness,quickness,little cost and risk,and risk,and must serve for the enlightenment and cultivation of populace's legal consciousness. |
