新形势、新媒体环境下贵州城市社会管理应对研究

贵州省城市社会管理处于国发二号文产生的契机和由此带来的“赶”、“转”的双重压力新形势，而新媒体环境则对城市管理有积极和消极两方面的影响。在此背景下，通过对贵州城市社会管理紧迫性、成绩、难点和问题分析，提出了九项对策，包括：城市社会管理上升到战略高度、探索适合贵州的模式、建立工作小组、完善风险评估体系、中央政策把握、社区建设推动、建设网络文化、加强舆情监管、与主流媒体合作等。

A Research of Urban Management in Ghuizhou Province under a New Circumstance and New Environment of New Media

The No. 2 Document issued by central government brings Guizhou Province＇s urban management opportunities and pressures of ＂catching up＂ and ＂ transformation＂. Apart from it, new media affect urban management positively and negatively. Under this circumstance, the author analyzes emergency, achievement, difficulties, and problems of urban management in Guizhou province and proposes nine countermeasures as well, including： strategic urban social management, a model suitable for Guizhou province, a professional working team, improving risk assessment system, the understanding of central government＇s policies, community building, shaping internet culture, supervising public opinion, and cooperation with mainstream media.
