无锡农村转移人口市民化存在问题及对策研究

无锡作为农村人口转移进入较为集中的城市,近年来在流动规模、就业结构、区域分布等方面呈现出一系列新的特点。文章依据无锡的实际情况,在对农村转移人口市民化的财政投入成本进行科学测算的基础上,主张加快户籍制度改革,逐步解决农村转移人口市民化身份和待遇问题;抓住重点难点环节,着力推进农村转移人口基本公共服务均等化;创新人口工作体制,构建推进农村转移人口市民化组织实施体系;以城乡一体化为目标,统筹推进农村转移人口市民化,最终实现城乡和区域人口的均衡和谐。

Problems Existed in the Urbanization of Population Transferred from Rural Areas in Wuxi and Suggested Solutions

Wuxi, a city of large population transferred from rural areas, has shown a series of new features in the scale and distribution of floating people, and their employment structure in recent years. According to the actual situation of Wuxi, this paper makes a scientific calculation of public financial investment cost in urbanization of transferred rural population, based on which some constructive suggestions are put forward.First, residential system must be reformed to gradually solve the problems of urban identity and treatment of transferred rural population. Second, key and difficult links must be focused on to promote equalization of basic public services among transferred rural population. Third, Population work system must be innovated to construct a system of actively implementing urbanization of transferred rural population. Above all, aiming at urban-rural integration, urbanization of transferred rural population must be promoted comprehensively so as to ultimately achieve balanced and harmonious urban-rural and regional population.
