| 摘 要： | 建筑工程预决算是决定和控制工程项目投资的重要措施和手段，是进行招投标、考核企业经营管理水平的依据，必须具有高度的科学性、准确性及权威性。为适应目前基本建设管理体制改革深入发展的需要，提高预决算编制质量，科学确定及有效控制工程投资，建立高效的建筑市场工程造价管理制度日趋紧迫。

| Abstract: | The budge management of construction engineering refers to an important measure and means to decide and control the investments of engineering project, which is also a reference of tender and bidding and assessing enterprise＇ s operation management. In this case, it is scientific, accuracy and authority. It is urgent to improve the quality of the preparation of budget management, scientifically decide and control project＇s investments and build high-efficient eost management system in construction market, for adapting to the reforms of basic construction management system. |
