论区域均衡发展与共同富裕之路

经过30多年的改革开放，我国的经济已有长足的进步和发展，但是区域发展却并不均衡，主要原因包括邓小平提出的“大政策”、梯度开发战略、国际产业结构调整和转移以及亿万农民工的积极创造。区域均衡发展面临“面”的约束、人口和资源约束、“绿色”约束、制度性约束以及国际环境约束，也拥有着良好的经济基础、榜样力量以及逐渐完善的市场经济等有利条件。要实现区域均衡发展，需要统筹沿海与内地、统筹城乡的发展；从点到线、从线到面、从重点到一般进行发展；并且要走绿色发展道路。

The Theory of Regional Balanced Development and Common Prosperity Road

After 30 years of reform and opening up, China has made great progress and development in economy, but its regional development has been uneven. This situation was mainly caused by the ＂big＂ policy put forward by Deng Xiaoping, the gradient development strategy, international industrial restructuring and transfer, and hundreds of millions of migrant workers actively create. Balanced regional development is facing with ＂face＂ constraints, population and resource con- straints, the ＂green＂ constraints, institutional constraints, as well as international environmental constraints. And there are also many favorable conditions, like good economic base, perfect example and the gradual development of the market economy. To achieve balanced regional development, we should do an integrated development between coastal and in- land areas, urban and rural; and develop from point to line, from line to surface, and from the focus to the general; and lead a green development.
