| 摘 要： | 农民收入增长缓慢的制度原因是城乡分割体制,在现阶段面临三大矛盾。要提高农民收入,在制度上关键是实现“两个转变”,在产业上的突破点是扭转制造业结构升级速度过快和就业比重下降的趋势,继续鼓励和扶持劳动密集型制造业的发展,为农民提供更多的非农就业岗位。

| Abstract: | The slow increase of farmers'income is due to the division system between urban and rural areas, and the three contradictions at present. To increase their income, the key point is the realization of"two transformations", and the breakthrough in industry to change the tendency of fast promoting of the manufacturing industry structure and of decrease of employment proportion. The development of the labor-intensified industry must be encouraged and supported to provide more non-agricultural employment post for the peasant. |
