2011～2012年中国征信业回顾与展望

当前，随着征信活动在中国的快速发展，人们对征信内涵与外延的认识逐渐清晰，征信活动市场细分格局逐步明朗，金融征信渐趋成熟，监管征信体系悄然构建。然而，中国征信行业目前还存在着全国征信体系建设缺乏统一规划、市场结构与产业布局没有形成、法律法规全面性与应用指导性不够、商业征信步履蹒跚、市场发育尚未成熟等问题。今后，应制定征信法律体系规划，加快政府信息共享与开放，构建新型行政信用监管机制，打造自主经营的征信航母机构，并多层次、多角度地加强征信专业人才的培养与教育工作。

Review of Credit Reference Industry in China in 2011 and Outlook in 2012

At present, with a rapid development of credit reference activities in China, the connotation and extension of credit reference have been gradually known, and the market segmentation of credit reference activities has been gradually clear, and financial credit information gradually comes into being, and a regulatory system for credit refer- ence has been quietly set up. However, such problems still remain in China~ credit reference industry as lack of u- nified planning of national credit reference systems, with no market structure and industrial layout, no comprehen- sive laws and regulations with sufficient guidance for application, commercial credit reference in its infancy, and im- mature market development. In future, it~ necessary to have the legal system for credit reference well planned, to speed up government information sharing and opened up, to build a new regulatory mechanism for administrative credit, to build credit reference agency aircraft carrier with independent operation, and to foster and cultivate profes- sionals of credit reference from multi - levels and multi - channels.
