| 摘 要： | 赣州农村社会保障体系建设存在覆盖面低、水平低、资金短缺、立法不完善等问题。其鲜明的特征是注重事后补救、缺乏事前预防、缺乏长期战略规划。构建和完善农村社会保障体系必须从发展的维度出发,注重＂上游干预＂,投资于人力资本和社会资本,加强个人资产建设,增强抵御风险的能力。
