从医药利益驱动机制探讨过度医疗的形成与对策

医生作为过度医疗的直接行为方固然有着不可推卸的责任,但是驱动此行为的利益机制是医疗服务利益链上各主体共同作用的结果。从利润分配的角度剖析医药服务利益链上各主体的利益关系,以及由利益关系促成的过度医疗利益驱动机制,结果表明,医生可以通过医疗服务工作将医药利润变现,但出于对利益的追求过度医疗往往成为医生的必然选择,因而自然成为药品生产商和经销商的公关对象,过度医疗实际上是医药利益驱动机制下所有主体对利益追求的结果。

The doctors who are the executants taking the most important responsibility for over-treatment.But the profit driving mechanism is the result of the coacting subjects in the medical profit chain.The paper analyses the profit relationship among the subjects in the medical profit chain and the profit driving mechanism of over-treatment from the view of profit distributing.It turns out that doctors can realize the profit by medical treatment and service.Over-treatment is an inevitable choice for the doctors seeking for profit,and becomes the bribing objects of medicine manufacturer and dealer.In fact,the over-treatment is the result of seeking profit of all the subjects under medicine-interest driving mechanism.
