黄河流域铁路网高质量发展对策研究

铁路是推动黄河流域生态保护和高质量发展的重要基础支撑,但目前仍存在一些较为突出的短板。考虑到黄河流域范围较大,各区域发展基础条件差异较大,为实现黄河流域铁路网高质量发展的目标,需要科学研判、精准施策,建议加快推进高铁网建设,强化和完善普速铁路网,有序推进城际、市域(郊)铁路发展,加强铁路枢纽及配套设施建设,进一步增强路网能力、提升服务质量、提高效率效益,同时需要把握好建设节奏,合理控制规模,保障黄河流域铁路可持续发展。

Research on High Quality Development Strategy of Railway Network in the Yellow River Basin

Railway is an important basic support to promote the ecological protection and high quality development of the Yellow River Basin,but there are still some prominent shortcomings.In view of the large scope of the Yellow River Basin and the great differences in the basic conditions of regional development,it is necessary to implement accurate policies to achieve the high quality development goal of the railway network in the Yellow River Basin.It is suggested to accelerate the construction of high-speed railway network,strengthen and improve the conventional railway network,orderly promote the development of intercity and urban(suburban)railways,strengthen the construction of railway hubs and supporting facilities,and further enhance the capacity of road network.At the same time,we need to take a controllable construction pace and a reasonable construction scale to ensure the sustainable railway development in the Yellow River Basin.
