德国失业保险制度的改革及对我国的启示

两德统一后,德国陷入失业的泥潭,成为世界上失业率最高的国家之一。作为解决失业问题的安全网,现行的失业保险制度面对经济增长乏力、失业人口居高不下、社会福利支出不堪重负三大难题。施罗德上台后,加大了对失业保险制度的改革力度,收到较好的效果。中国近几年来的失业率也不断上升,两国都面临迫切解决失业的问题,而我国的失业保险制度至今还不成熟,不完善。通过分析德国的失业保险制度的改革,吸收其合理成分,为完善我国的失业保险制度提供积极的借鉴。

Reform of German Unemployment Insurance System and Its Enlightenment on China

After unification,Germany was trapped in high unemployment situation,and becomes one of the countries with the highest rate of unemployment in the world.As a safe network for solving unemployment,the current unemployment insurance system faces weak economy,high unemployment rate,and heavy burden on social welfare payment.When the chancellor Ger- hard Schroeder came into power in Germany,he reformed the unemployment insurance system further,and gained effective results.The rate of unemployment in China is also increasingly rising.Both of the two counties are facing the problem of un- employment,but Chinese unemployment insurance system is less mature and perfect.By analyzing the reform of German un- employment insurance system,we can learn some lessons from it and provide advice for Chinese reference.
