摘    要:"新公共服务"理论对政府的角色和作用进行了全新的阐释,比较符合当前世界范围内政府改革的趋势,对我国公务员绩效评估体系的改革有很大启发作用。"新公共服务"在理论和实践上为公务员绩效评估体系改革提供了新思路,并通过理论、观念和制度的改变,突破现有约束,促进公务员绩效评估体系的改革。

Abstract:"New public service" theory gives a new explanation to the role and function of government which relatively matches the trend of the government reform in the present world and has great inspires on China's official performance evaluation system reform."New public service" theory provides new thinking on official performance evaluation system reform in the theory and practice.It must break the present restriction to promote official performance evaluation system reform through changing the theory,idea and system.
