| 摘 要： | 介绍了世界炼油能力的现状以及中国炼油能力的特点与布局，分析了石油市场供需关系与前景，探讨了炼油企业面临的问题，建议国家应该注重宏观调控和产业结构调整，尽量避免炼油项目过度竞争；中国的炼油企业应采取依托大型企业和产业基地，按照炼化一体化、园区化、集约化模式和发展循环经济，优化石化产业布局以及降低成本等应对措施，增强企业的竞争力。
