地方政府土地出让目标:扭曲与矫正

目前我国地方政府把土地出让作为土地收益最大化和招商引资的工具,对地方财政、土地资源配置和社会稳定等造成了不利影响。本文分析了导致地方政府土地出让目标扭曲的原因,并针对现存问题,提出了促进地方政府土地出让目标和行为合理化的改革思路。

Local government land remising target: distorting and rectification

In our country, local governments use state- owned land leasing as the tool of maxmuzing land revenue and introducing investment. which put negative results on local public finance, land resource allocation and society stability. This paper analyzes the causes of goals distortion in the land leasing, then puts froward some countermeasures to promote rationalizing the goals and actions of local governments in land leasing.
