论以就业为中心的经济发展观

以就业为中心的发展观是解决我国目前面临的失业问题的客观要求，是充分发挥我国人力资源优势、全面建设小康社会的根本途径。为此，应以人为本，改革妨碍就业的体制，大力发展第三产业，鼓励民营经济的兴起，促进中小企业发展，以全面推动就业，将经济社会的发展与人的发展有机结合起来，实现经济社会的持续健康发展。
