| Abstract: | Since the reforn and open-up, Chinese non-public sectors of the economy （NPSOE） experienced the system changes from ＂allowed existence--supplemental componentiessential component＂. Chinese government plays a key important role in the system change course for NPSOE. That paper points out that the role of government is should create a surroundings with fair competition, stable, sustainable development, and to build a ＂service government＂ with effort. |
